The Deputy Examiner of Title is responsible for assisting the Examiner of Titles with performing judicial, administrative, and legal duties as defined by Minnesota statutes.  Responsibilities may include ensuring the legal sufficiency and recordability of documents; processing requests for land registration and proceedings subsequent cases; analyzing title, claims and evidence; researching and analyzing information; making recommendations to higher-level staff and judges; serving as a legal advisor to the Registrar of Titles; providing consultation to attorneys, realtors, lenders, title insurance staff, landowners, and other entities in processing  documents, applications and petitions for registered lands; and conducting hearings, swearing witnesses, taking testimony, ruling on admissibility of evidence, and drafting and effectively recommending entry of decrees and orders.

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Responsibilities

Examples of Work Performed

  1. Process requests in Torrens cases for registration of land; analyze title, claims, and evidence provided; reports conclusions to the judge; certifies the legal sufficiency of probate, trust, and other court transfers; ensures compliance with statues, case law, title standards, and policies.
  2. Act as legal advisor to the Registrar of Titles; assists the Registrar in technical and legally intricate workings and requirements of the Torrens system.
  3. Assist attorneys, realtors, lenders, title insurance staff, and landowners in processing documents, applications and petitions for registered lands
  4. Conduct hearings in Torrens cases including swearing in witnesses, taking testimony, ruling on admissibility of evidence, and drafting and recommending entry of decrees and orders.
  5. Prepare practice guides and provides seminars on title issues to judges, attorneys, paralegals, and Registrar of Titles staff; provides consultation on real estate law.
  6. Assist the Examiner of Titles in drafting proposed legislation, forms and procedures to improve Torrens practice statewide; assists in determining what to update, and how to implement updates.
  7. Perform other duties of a similar nature or level.

Qualifications

Minimum Qualifications

Education: Juris Doctor of L.L.M.
Experience: Five years’ experience as attorney performing title and related real estate work
Substitutions: none
Certifications/Licensure: Minnesota Attorney’s License

Special considerations: Pursuant to MN Statute 508.12, this position is appointed by the judges of the District Court.  

Exam/Screening Process Information

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official.   This position requires an open screening and selection process.  There is no exam for this unclassified, at-will, position.  All applicants who meet the minimum qualifications will be forwarded to the department for consideration.  Please read below for further instructions.
   
 Definition of Unclassified from the Ramsey County Personnel Act:
 Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
