This posting is for a Land Surveying Technician position in the Ramsey County Surveyor’s Office.  The primary duties of this position involve the review of subdivision plats, common interest communities and registered land surveys.  This position also involves research of public land records and computations using AutoCAD.

The current vacancy is in the Public Works Department.  The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Performs engineering and land surveying assignments in construction, design, traffic, surveying, and project administration areas; to supervise, coordinate, organize, and review the work of a group of engineering technicians and related staff; and to perform related duties as assigned.  (This is the first-line supervisor class in this class series.  It differs from Engineering/Construction/Surveying Technician 3 in that employees are responsible for organizing and/or supervising the work of a designated work unit and/or having highly specialized technical knowledge and skills.)

Responsibilities

Examples of Work Performed

  1. Promote a diverse, culturally competent and respectful workplace.
  2. Assist in the preparation of the department's budget by projecting needs and monitoring expenditures.
  3. Coordinate and lead preparations of construction plan documents Process and obtain federal and state aid approvals.
  4. To supervise bridge inspection team completing annual inspections and reports.
  5. Review, audit, and make necessary changes to plans to resolve constructability issues in the field.
  6. Oversee progress and construction methods to ensure projects meet specifications. Make plan change decisions in the field to resolve construction issues.
  7. Maintain construction records; prepare change orders, partial payments and final project documentation.
  8. May perform duties specified for all engineering technicians.
  9. Supervise, coordinate and assist engineering technicians in office and field work related to: designing and developing construction plans, specifications and agreements; development of proposals and cost estimates; inspection of projects; surveying; plat review; public record research; public works records research; development of right of way plats and plans; responding to public inquiry; customer service and other public works projects.
  10. Review and recommend for approval all Ramsey County subdivision plats, registered land surveys, common interest community plats and declarations for compliance with Minnesota Statutes and Ramsey County Board approved guidelines.
  11. Assist and advise private sector land surveyors, attorneys and other real estate professionals in the development of subdivision plats, registered land surveys, declarations and legal descriptions.
  12. Assist the Examiner of Titles, Ramsey County with the review and drafting of legal descriptions for Torrens Court registration proceedings, directives, vacations and common interest community declarations.
  13. Perform complex legal research of federal, state, county and local survey and property records to determine right of way and property boundaries.
  14. Assist the State of Minnesota to development of right of way plats, graphic width orders and legal descriptions for right of way acquisitions.
  15. Coordinate with municipal staff regarding county right of way and land subdivision platting principles.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification.  Regular attendance according to the position's management approved work schedule is required.)

Qualifications

Minimum Qualifications

Education: High school graduation or equivalent and completion of a two-year vocational/technical program in drafting and engineering/survey technology, or comparable specialized training.

Experience: Eight years of experience as an engineering/survey technician, including 2 1/2 years of experience performing the tasks in the discipline to which the appointment is to be made.

Substitution: None

Certification/Licensure: A valid driver's license.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:
 

  • Training and Experience Rating = 100% 

The examination for Survey Technician 4 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.
 
Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Survey Technician 4. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference:  This is a classified position requiring an open, competitive selection process.  Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
