Responsibilities

Job Summary The Digital Product Owner will act as the Department of Revenue's leader and product expert for developing and managing the the product vision, road map, and backlog for Revenue's online taxpayer services portal for business and individual accounts. As part of the Tax Systems Planning team, this position also provides strategic input into the overall direction of integrated tax systems and applications based on state, agency and customer needs.

Join the Department of Revenue as a Product Owner and take the lead in managing the online experience for Minnesotans and Minnesota businesses working with the Department of Revenue! As a leader in this dynamic organization, this position plays a leading role in determining the features and capabilities of Revenue's online portal for capabilities such as making tax payments and viewing and updating tax information. This position will also lead complex projects resulting from federal, state, agency or other initiatives that impact Revenue's online systems. This position will also help drive business planning and other improvements for the division and help establish and implement standardized product management best practices across the agency.

Telework is available and negotiated at the time of hire. There may be periodic in office requirements as directed by management. The employee will be required to complete a telework agreement.

Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.

Qualifications

Minimum Qualifications Four (4) years of experience* in a product owner, project manager, or similar role. Experience must include developing the product/project vision, managing product backlogs or project requirements, developing product road maps or project plans, and managing product release schedules or project execution. *A Bachelor's degree in project management, MIS, or a similar focus may substitute for one (1) year of experience; a Master's degree may substitute for up to eighteen (18) months of experience; a PhD substitutes for twenty-four (24) months of experience.

Two (2)years of supervisory experience or leading teams of business and IT stakeholders and technical experts from conception to completion within timeline and budget parameters Applicants who meet the above experience requirements will be further evaluated during the interview based on the following:

Excellent oral and written communication skills Excellent problem-solving skills, including the ability to assimilate information from a variety of sources, analyze, recommend and lead to successful outcomes
Proficiency with Microsoft Office Suite (e.g., Outlook, Word, & Excel). Preferred Qualifications Bachelor's degree or higher in project management, MIS, or closely related field as determined by the agency Two years of experience working with online, customer/client-facing software applications and portals Three years of supervision experience One year of experience managing a budget for a department, product, project, or similar group Two or more years experience as a leader providing support for large, agency-wide revenue collection, payment, or similar software applications Experience administering and implementing technology changes related to legislative or similar actions Professional certification as a product owner, project manager, or similar role Physical Requirements This position will work in a hybrid office environment with occasional in-person meetings and activities and limited statewide travel to meet business needs.

This position will require long periods of sitting and working on a computer.
